POSITION: Comptroller

DESCRIPTION:
The Comptroller is responsible for the day-to-day financial operations of the College and reports directly to the President. This position is responsible for managing all financial operations of the College, overseeing the annual budget, administering the employee benefits program, providing a comprehensive risk management program, supervising College purchasing, preparing regular financial reports, and serving as an Investment Officer for the College.

In addition, the Comptroller supervises the College Bookstore and food service provider. The Comptroller also serves as a liaison with state and local funding authorities, the College depository, and vendors.

• Formulates and recommends policies related to the development and operation of accounting and business services.
• Participates as a member of the Senior Staff and President’s Cabinet in the formulation of College-wide policies.
• Plans and directs the budget development process.
• Establishes and maintains systems of fiscal control for all budgets and auxiliary enterprises.
• Establishes and maintains systems and procedures for the collection, receipt, safekeeping, deposit, disbursement, and investment of funds.
• Participates in and supervises the specification and procurement of equipment and materials required for the operation and maintenance of the College. Designs, establishes, and maintains procedures for the purchasing of all goods and services, including those of auxiliary enterprises.
• Designs and implements a comprehensive business and financial information system.
• Administers the College’s risk management program.
• Provides all required fiscal administration for government grants and sponsored programs.
• Collects, accounts for, disburses, and reports on all funds administered through the financial aid program.
• Supervises the administration and coordination of the College’s employee benefits program.
• Supervises auxiliary enterprise functions to ensure efficient and effective operations, including the College Bookstore and Great Western Dining.
• Administers all endowment and similar funds for the College.
• Provides for the timely investment of all idle funds.
• Manages College cash flow to ensure the timely payment of obligations, collection of receivables, and investment of surplus funds.
• Administers the institutional operating budget, including budget development, approval, control, and reporting.
• Calculates current indirect cost rates as needed and develops and maintains the College’s basic financial accounting and records system.
• Prepares financial reports and analyses to inform the President and Board of Regents regarding the financial health of the College.
• Develops and implements procedures for providing information to the President to ensure that the President remains fully informed of all aspects of the programs supervised.
• Prepares financial reports for federal, state, and local agencies as required.
• Serves on institutional standing or ad hoc committees as assigned and serves as a member of the crisis management team.
• Remains current in fiscal practices and procedures through ongoing professional development.
• Conducts cross-training for Business Office employees and maintains up-to-date procedure manuals covering all functions of the Business Office.
• Serves as one of the College’s Investment Officers and as a member of the Investment Committee.
• Performs other duties as assigned by the President.
