We are seeking a motivated and detail-oriented PM ASE Business Division Program and Planning
Analyst to provide cost estimating and program support. As a Program/Cost Analyst within Program
Manager Aircraft Survivability Equipment (ASE) you will collect and analyze data to develop written
presentations that encompass complex program analyses with a high degree of quality and accuracy.

Responsibilities
● Program Budgeting & Justification: Prepare, develop, and coordinate the Army Program Budget
Briefings (APBB) to provide decision-makers with data necessary to justify and shape funding
requests.
● Briefing Development: Develop Procurement (P-Forms), Research, Development, Test and Evaluation
(R-Forms), and Program Objective Memorandum (POM) briefings.
● Information Management: Gather cross-functional responses to both external and internal Requests
for Information (RFIs).
● Presentations: Develop comprehensive presentations and communicate complex program data
effectively to leadership.
● Cost Estimation (Foreign Military Sales):
○ Develop Independent Government Cost Estimates (IGCEs) for Foreign Military Sales (FMS).
○ Develop detailed cost estimates for projected FMS cases in support of forthcoming contract
actions.
● Database Management: Obtain cost data to establish and maintain a credible, structured cost
database.
● Documentation: Review and integrate vital information for Cost Analysis Requirements Documents
(CARDs).
● Stakeholder Collaboration: Interface directly with the Government Program Manager
to support all tasks, subtasks, and strategic program direction.
Education / Experience / Skills Required
● Quantitative math-based bachelor’s degree in fields such as Mathematics, Engineering, Economics,
Statistics, Operations Research or related disciplines.
● Must qualify to be granted a Secret Security Clearance.
● Strong analytical skills with great attention to detail.
● Excellent oral and written communication skills, with the ability to interact professionally and
work effectively in a team environment.
● Proficiency in Microsoft Excel to include the ability to produce graphs and tables, pivot
tables, use spreadsheets efficiently, and perform calculations.
● Strong knowledge of Microsoft Office applications such as Word and PowerPoint to design reports
and present findings.
● Candidate must be a self-starter, highly motivated, able to multi-task and possess excellent
interpersonal skills.

Compensation: $65,000.00 - $75,000.00 per year
