Summary 
The Division Manager - Civil will be responsible for overseeing bid procurement, project schedules, quality assurance, personnel management, safety adherence, and project close-out delivery for awarded construction projects. The selected individual will be expected to maintain a working knowledge of vendor contracts, customer contracts, and customer expectations related to civil construction projects. Additionally the candidate will assist with client expansion, diversification, and management initiatives. 
 
A major component of the selected individual’s role includes managing internal and external resources including subcontractor and material supplier resources, oversight of field personnel with a key focus on development and diversification of field skillsets, enhancing field efficiency, and building a team culture to effectively coordinate and manage project schedules, meet benchmark goals, and compile project close-outs to ensure client satisfaction, project continuity, and the timely delivery of services. 
 
Positional Responsibilities 
The position is responsible for coordinating with department leadership ensuring all associated goals are realized. Anticipated tasks include but are not limited to:

  • Oversee civil construction projects, including project bidding, project management, cost control, internal personnel management, vendor management, quality assurance, safety compliance, timeline adherence, and client management. 
  • Leading internal field personnel to success in execution of technical, quality, and safety tasks and initiatives through proven management and training practices to promote employee personal growth and drive a team culture.
  • Provide qualification based selection of subcontractors and suppliers for projects. 
  • Compilation and review of project Close-Out Packages.
  • Manage and maintain subcontractor and vendor relationships to facilitate strategic partnerships.
  • Ensure jobsite safety plans and policies are compiled, reviewed, and followed to meet Client, OSHA, federal, state, local, site specific, and Delta Oaks safety requirements to promote a safety first culture and mindset.
  • Facilitates meetings with client representatives, safety officials, local agencies, and other employees to maintain effective working relationships
  • Participation in the compilation and implementation of department operating procedures
  • Provide expert level knowledge in the area of Civil Construction to mentor and cross-train department field employees.
  • Provide department leadership with all information needed to protect, promote, and grow a healthy program
  • Engage untouched Client relationships and/or Client service lines.
Due to the nature and limited timelines of most projects, the selected individual should be willing and capable of exhibiting the work ethic and social ability to succeed in a fast-paced environment where communication with co-workers and strategic partners is paramount.
 
Computer Software Experience 
  • In-depth knowledge of Microsoft Office, particularly Word and Excel are required.
  • Competency in Construction Project Management Systems is preferred.
Experience/Minimum Requirements 
  • Minimum of  eight (8) years of experience in the Telecom Industry with expanded levels of responsibility including a demonstrated proficiency in managing all aspects of civil construction projects including estimating, cost control, scheduling, and vendor management.
  • Extensive experience leading, training, and mentoring field employees.
  • Proven conflict management skills to facilitate effective resolution of issues.
  • Effective and positive problem solving skills (identify, analyze, research, evaluate, resolve) as related to project, personnel, and Client issues. 
  • Ability to multi-task (prioritize, organize, and schedule efficiently & effectively).
  • Expert level ability to read and comprehend engineering design drawings, construction drawings, material fabrication design drawings, and material certification data sheets.
  • Extensive knowledge and understanding of tower foundation construction, site civil construction, and means & methods for both service lines including equipment operation.
  • Expanded knowledge of and thorough familiarity with codes and standards relating to telecommunication structures, including TIA/EIA-222 requirements.
  • Thorough understanding of DOT regulations and policies as they relate to equipment and material transportation and hauling. 
  • Complete understanding of OSHA Safety Code & Regulations, Industry Best Practices, and Jurisdiction Requirements as they relate to Civil Construction & Excavation Safety. 
  • Ability to safely navigate variable conditions at a construction site, including cluttered areas, working around heavy equipment, working in adverse weather conditions, low or no light conditions, and maneuvering uneven surfaces etc. for purpose of completing civil construction work. 
  • Possess CPR/First Aid, RF Awareness, OSHA 30-Hour and various Heavy Equipment Operation training certifications or the ability to obtain.

Travel 
Travel, approximately 60% to 70% in the initial term, tapering to 30%, is anticipated for this position.
