GENERAL SUMMARY: The Clinical Manager, Primary Care will manage the organizational structure and patient care flow of the clinic, supervise medical assistants and ancillary staff, and evaluate/develop staff training and development plans. Under the direction of a Pediatrician/Pediatric Nurse Practitioner, will provide direct clinical care as assigned. Participate in Health Center and community activities to promote, advance, and/or sustain child & adolescent programs and MCHC goals; this can include committee membership, presentations, or health related activities. Will work with the Director, Child & Adolescent Health to help develop and execute PCMH and PCSP standard procedures. 
 
ESSENTIAL JOB FUNCTIONS:
Clinical Functions
  • Assess the needs of clients/families utilizing observations, examination/testing and/or interview techniques. 
  • Perform comprehensive physical assessments and evaluations. This evaluation may include comprehensive psychiatric assessments.
  • Perform therapeutic procedures to assist in diagnosing medical and psychiatric problems to develop treatment plans and services for quality care. Order, interpret, and evaluate various diagnostic tests as assigned.
  • Instruct and counsel clients/families regarding compliance with prescribed medications and the established therapeutic regiments. Assist in monitoring medications in collaboration with the supervising provider.
  • Develop plan of care and provide direct case management, counseling, risk assessment, crisis intervention services for assigned clients/families.
  • Identify community resources to assist clients/families and make referrals to other service agencies as appropriate.
  • Assist the Director, Child & Adolescent Health in developing and monitoring continuous quality improvement. Participate in quality assessment activities.
  • Triage sick patient phone calls, give telephonic advice to guardians, and coordinate their care with providers. 
  • Compile client medical data including health history.
Administrative Support
  • Assist in the coordination of assigned Child & Adolescent Health programs and services.
  • Collaborate with MCHC and community partners to accomplish program goals, objectives, and requirements.
  • Participate in chart reviews and other Quality Assurance activities.
  • Monitor and maintain supply inventory for primary care clinics.
Training
  • Instruct clients/families regarding treatment.
  • Develop professional growth and training plans for direct reports.
Supervision
  • Provide direct supervision of assigned staff and oversee program, department activities, and assignments.
  • In collaboration with the Director, Child & Adolescent Health Services, interview, recommend hiring/termination, and provide orientation/training for staff as requested. 
  • Evaluate, develop, and administer approved policies and procedures. 
  • Evaluate performance of assigned staff.
OTHER RESPONSIBILITIES:
  • Attend internal/external educational programs and read professional journals/books to maintain or enhance skills/competencies.
  • Participate in assigned meetings.
  • Other job-related duties as assigned.
QUALIFICATION STANDARDS:
  • Bachelor's degree in Nursing is required.
  • Must have current Michigan RN license in good standing.
  • CPR certification required.
  • Must have three plus years of progressively more responsible clinical work experience with knowledge and understanding of pediatric health services, functional knowledge of clinical regulations, and best practice for pediatric industry standards. 
  • Experienced in interdisciplinary team functioning, knowledge of community resources, and understanding of the health/social needs of families required.
  • Must have a high degree of communication and interpersonal skills to effectively interact with children, adolescents, parents, neighborhood groups, school staff, community agency personnel, administration, associates, and visitors.
  • Basic computer skills required: Microsoft Word, PowerPoint, Outlook, Publisher, Access, Adobe Acrobat
  • Intermediate computer skills required: Microsoft Excel, EHR/EMR/EPM
WORKING CONDITIONS:
  • Work is performed primarily in an office or clinical environment with no unusual discomfort due to temperature, dust, noise, or exposure to hazardous materials. Some job duties require home visitation. The home visits encompass the areas of Flint and Genesee County.  Some of these areas may be associated with drug trafficking, prostitution, theft, or other violent crimes.
  • Occasionally the work sites may include areas that are unsanitary, unkempt, with risk of exposure to insects, vermin, rodents, unpleasant odors, or infectious diseases.
