Utilities Manager
Reports to: Physical Resource Director

Job Purpose & Position Overview:
This position is responsible for working and overseeing the water operations for the Utilities Department of the Winnebago Tribe of Nebraska. This is a supervisory position with primary responsibility for administrative, financial management, records management, development of policy and procedure, development and implementation of program standards, and evaluation of program accomplishments. The person chosen will supervise the utility staff and work cooperatively with maintenance staff to make task assignments. Work requires frequent interaction with tribal staff and community members.
Specific Job Duties/Responsibilities:
- Demonstrate the Winnebago Tribe’s Human Resource Department’s core mission, vision and values.
- Assembles, installs, and repair pipes, fittings, and fixtures of water, sewer and drainage systems according to specifications, EPA guidelines and applicable codes.
- Studies building plans and working drawings to determine work aids required and sequence of installations.
- Ensure Lagoon and wastewater plant is properly working, and repairs/maintenance are up to date.
- Ensure the Lagoon and Wastewater plant is to stay compliance with EPA Regulations. If a program inherited an incompliant deficit, we are to work with EPA on steps moving forward.
- Inspecting equipment on a regular basis
- Adding the needed chemicals, such as chlorine and ammonia, to disinfect the water or other liquids running through the plant.
- Treating and disposing of wastewater
- Cleaning and maintaining all the equipment at the plant, including the tanks, general work areas and the filter beds
- Ensuring that all government safety regulations and standards are met.
- Inspects structures to ascertain obstructions to be avoided to prevent weakening of structure resulting from installation of water infrastructure.
- Installs and repairs utility fixtures.
- Perform required site visits.
- Maintain proper records and logs.
- Ensure a means of communication between the Utilities Department, regulatory agencies and emergency agencies.
- Collects water samples and ensures transportation to proper agencies.
- Collecting and testing water and sewage samples
- Oversee budgets and expenditures on a regular basis.
- Approve/deny any capital purchase by the program.
- Communicate with all vendors, clients, and tenants on a regular basis.
- Will send boil order notice out when needed.
- Will assist program billing and invoicing for utility customers, including working with utilities staff.
- Ensure all filing systems are correct and confidential files are maintained.
- Meters are read on a monthly basis.
- Update/recommended policies and procedures on a regular basis and presented to the Utilities Commission when needed.
- Reporting given to state, tribal, and other agencies when needed.
- Meeting with the Utilities Commission on a scheduled basis.
- 811 compliances for hotline request
- Routine maintenance for hydrants, water system, and wastewater management.
- Oversee all water-related activities for the Winnebago Tribe’s water system.
- Attend required company and departmental meetings.
- Perform other related duties as assigned
Required Qualifications/Skills:
- Must have a working knowledge of basic mechanical and electrical skills.
- Must have a Grade 3 Water Operator’s License
- Wastewater License required.
- Must have basic computer abilities and knowledge.
- Self-starter with ability to perform with little or no direct supervision.
- Ability to pass drug screen and background checks
- Must have a valid US driver’s license.
Supervisor Responsibilities:
- Ability to supervise departmental employees
Training Requirements:
- Must be willing to attend meetings and training courses as requested.
Physical Requirements:
- Very Heavy work which includes the ability to lift up to 50 lbs.
- The employee must be able to use heavy equipment of various types
- The employee frequently is required to sit for extended periods of time and use hands to operate computer keyboard, telephone and basic office equipment
- While performing the duties of this job, the employee is regularly required to talk and hear
- Ability to drive company-owned or personal vehicle
- Ability to travel via car or plane
