Salary (Grade): $22.73/HR

Job Purpose & Position Overview: 
This position is under the administrative supervision of the Tribal Court Administrator.  The Pre-Trial Services Liaison will provide monitoring services throughout the Court process. This position will assist Court clients on the Winnebago Indian Reservation to navigate through services that will aide their pre-trial or probation conditions. 
 
Specific Job Duties/Responsibilities: 
  • Demonstrates the Winnebago Tribe’s core mission, vision, and values. 
  • Maintain accurate and complete case file records and statistical reports for grant requirements.
  • Ensure all relevant documentation is included in clientele file/database.
  • Manages a caseload of approximately 50 clients.
  • Communicate with Probation Office regularly to provide any developing changes to client progress.
  • Transports clients to court and attends hearings to provide the court with progress updates and other associated impairments.
  • Coordinates with programs such as Probation, Recovery Program, Behavioral Health, and surrounding facilities, etc. to determine client's immediate service needs upon release from incarceration. Other necessary requitements would be obtained
  • Interviews clients to gather information about strengths, resources, personal and financial needs, employment, etc.
  • Secures information such as medical, psychological, and social factors contributing to the client's situation and evaluates these and the client's capacities and needs.
  •  Assists with applying for social services benefits such as Medical, General Relief, and Vocational Rehabilitation, Disabilities, Unemployment, etc. 
  • Provides warm hand-off and keeps open communication between referred service providers as needed.
  • Ensure client is compliant any Court documents 
  • Provides transportation with a company vehicle as needed to appointments, interviews, and court hearings, etc. 
  • Maintain frequent communication with Winnebago Police Department.
  • Occasional research and clerical duties.

 Required Qualifications/Skills:
  • Completion of a Bachelor Degree (or working towards degree), in the areas of criminal justice, human services, social services, or other related fields. 
  • Must have at least two years’ experience or an acceptable combination of experience and education will be considered. 
  • Must possess grant project management experience 
  • Experience in project management, preferably in a tribal or community setting. 
  • Strong organizational and multitasking skills. 
  • Excellent communication and interpersonal skills. 
  • Knowledge of tribal court systems and federal grant processes is a plus. 
  • Ability to maintain the utmost confidentiality of all client files as provided by the law and established procedures. 
  • Proficient in the use of Office Word, Excel, and other related database programs.
  •  Knowledge of tribal and/or community resources with demonstrated experience working with Winnebago people and an understanding of their culture, values, and belief systems. 
  • Must possess a good command of the English language, both oral and written
  • Must be dependable and able to work additional hours when required.
  • Must be able to work independently with very little supervision from the Winnebago Tribal Court Administrator. 
  • Must follow the Code of Ethics established for all Winnebago Tribal Court personnel.
  • Must be able to travel when required
  • Demonstrate strong administrative and organizational skills, including budget development and management and grant administration and reporting.

Training Requirements:
  •  Must be willing to attend meetings and trainings as directed by the grant requirements.
Physical Requirements:
  • Normal to light office work which includes the ability to lift up to 10 lbs.
  • Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.
  • While performing daily duties, the employee is regularly required to talk and listen.
Mental Requirements:
  •  Reading, writing, calculating
  •  Above average social interaction skills
  •  Reasoning/Analysis
  •  Ability to work as part of a team and/or with minimal to no supervision. 
Language Requirements:
  •  Must possess the ability to read, write, and speak the English language fluently.
  •  Must be able to continually and effectively employ professional verbal and written communications skills.
 Certificates, Licenses & registrations:
  •  All applicants will comply with 45 CFR 1301, Subpart D, Section 1301.31, C and D, which require all prospective employees to sign a declaration prior to employment regarding all arrests and convictions of child abuse or violent felonies and to comply with PL 101-630 and PL 101-637 regarding criminal records check.
