Job Purpose & Position Overview: 
This position is a supervisory position that is responsible for the management of Tribal Housing properties along with the management of the Emergency Home Repair and Senior Home Repair programs. The incumbent will report directly to the Physical Resources Director(s). The work is independent in nature but requires specific interaction with other tribal programs, tribal members, independent contractors and others as necessary.  

Specific Job Duties/Responsibilities: 
  • Demonstrates the Winnebago Tribe’s core mission, vision, and values. 
  • Track and reconcile all program expenditures in compliance with applicable contract requirements. 
  • Prepare information and make presentations to the Tribal Housing, Emergency Home Repair or the Senior Housing Committees. 
  • Prepares and coordinates all documents/logistics of approved projects of each program. This includes acquiring/coordinating contractors for specific projects. 
  • Prepares and completes all required Grants and Tribal reports, operating plans, fiscal/budgeting for all involved programs. 
  • Maintain all lease information for tribal housing tenants ensuring all leases are current and all provisions are adhered to. 
  • Maintain all financial records for rental payments to ensure all rent is paid in a timely manner. Pursue rent and damage collections and evictions as stipulated in policy and procedures. 
  • Prepares a monthly financial statement to be provided to the Physical Resource Director(s), showing budgeted line items, revenue and expense, and the balance in each; along with a breakdown of all delinquent balances. 
  • Maintain and update Policy and Procedures to ensure effective management, operations, safeguarding of property and equipment, and fiscal control. Present proposed changes to the Physical Resource Director(s), CEO, DHD or Tribal Council for approval. 
  • Prepare and negotiate contracts to provide, through either internal or external sources, the most cost effective and efficient services required by housing occupants (utilities, trash, pest control, etc.). 
  • Prepare and negotiate contracts to provide thorough internal and external sources in the most cost effective and efficient services required but Home Repairs for Winnebago Tribal membership with recommendation by Physical Resource Director(s) and Tribal Civil Engineer. 
  • Execute contracts with local contractors for maintenance and upkeep for Winnebago Tribal Membership on Home repairs. 
  • Adhere/follow title 7 article 15 Landlord Tenant Relation. 
  • Maintain a list of qualified housing applicants. Evaluate and rank applications as they are received and as vacancies occur. Use evaluation tools to make selections for vacant housing units. 
  • Work with prospective tenants to complete all necessary documentation. Perform credit and reference checks on all applicants. Maintain all documentation in applicant/tenant file. Ensure confidentiality is maintained. 
  • Perform housing inspections as required for vacant units or where necessitated by tenant request or need. Provide input and recommendations to tenants regarding cleanliness and maintenance of units. Ensure lease provisions are adhered to. 
  • Create and maintain effective process to evaluate the program and services; implement change as required and/or approved. 
  • Respond to tenants needs for service in a timely and professional manner. 
  • Assess and recommend housing rental rates and security deposit structure to the CEO and Tribal Council. 
  • Coordinate and prioritize projects to establish timelines with the Tribal Engineer and Physical Resources Director; to include approval inspections upon project completion. 
  • Attend meetings as required by the Physical Resource Director(s).

 Required Qualifications/Skills: 
  • High School Diploma with Two (2) years of progressively responsible administrative experience. 
  • Associates Degree in advanced field preferred. 
  • Excellent verbal and written communicator; ability to write reports, training and marketing materials, technical reports.  Ability to present to groups of people. 
  • Knowledge of facility maintenance and repair. 
  • Knowledge of bookkeeping/accounting practices. 
  • Experience in dealing with confidential information. 
  • Ability to effectively enforce rules and standards of conduct. 
  • Self-starter with the ability to perform with little or no direct supervision. 
  • Ability to pass drug screen and background checks. 
  • Must meet Driver Eligibility Guidelines. 
Supervisory Responsibilities: 
  • Incumbent will be responsible for supervising program employees and coordinating contractors and/or outside sources for services. 
Training Requirements: 
  • Must be willing to attend meetings and trainings as requested. 
 Physical Requirements: 
  • Heavy office work, which includes the ability to lift up to 30-50 lbs. 
  • Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment. 
  • While performing daily duties, the employee is regularly required to talk and listen. 
  • Ability to drive company owned vehicle or personal vehicle. 
  • Ability to travel via car or plane.

  • Above average social interaction skills 
  • Reasoning/Analysis 
  • Ability to work as part of a team and/or with minimal to no supervision. 
Language Requirements: 
  • Must possess the ability to read, write, and speak the English language fluently. 
  • Must be able to continually and effectively employ professional verbal and written communications skills. 
Certificates, Licenses & registrations:
