The Development Review Engineering Coordinator is a mid-senior level position, which will coordinate the activities of the Engineering staff that provide customer service and technical assistance to internal and external customers of the Community and Economic Development and Engineering Departments, encompassing Engineering activities (i.e. review of site plans, subdivision engineering drawings, traffic studies, drainage reports and other technical documents submitted to the Town with land development applications for compliance with Frederick’s transportation, water and storm drainage standards and contemporary engineering practice). The position is analytical in nature as well a project-management oriented and is performed with a wide latitude of independent judgement. Strength in organizational development, strategic planning and leadership will be essential to the position. Projects may include engineering development review, process improvement, organizational development initiatives and quality enhancement efforts. 
 
This position supports the goals of the Community and Economic Development Department, which plans, promotes and sustains an attractive and high-quality living and working environment by facilitating appropriate land use and infrastructure decisions ensuring that the community is developed in a safe, aesthetically pleasing and maintainable manner. 
 
The full salary range for this position is stated above. Starting wages are negotiable and dependent on the qualifications and experience of each individual candidate. 
 
ESSENTIAL DUTIES 
The duties listed herein are illustrative of the essential duties of the job and do not include other nonessential or peripheral duties that may be required or assigned. 
  • Demonstrates a high level of customer service, encouraging others to focus on the customer, and fosters an environment where customer service is a priority.  
  • Acts as an ambassador by understanding and fostering the organizations mission, vision and values. 
  • Administers the activities and operations of development review activities, including development construction plan review.
  • Demonstrates integrity and builds trust through credibility, reliability, commitment, loyalty, and ethical behavior. 
  • Coordinates the processing of development agreements and acceptance of public improvements by the Town. Estimates the cost to complete public improvements and write technical reports and agreements. 
  • Reviews general development proposals, site layouts, street, water and storm drainage design plans, signing and striping plans, traffic impact studies, soils reports, pavement designs, and engineering elements contained int the land use applications for accuracy, good design practice, and conformance to standards. This shall include floodplain issues as well as water rights requirements that would be tracked using the Town’s Development and Permit Software.
  • Independently researches records for all pertinent information relating to development proposals. Formulates conditions for approval and itemizes technical corrections associated with transportation, water distribution and storm drainage issues on planning and zoning application. Works with the Public Works Department to develop plans for improvements to Town infrastructure and systems.
  • Ensures compliance with approved plans and adopted standards by performing construction inspections on new public improvements, including water lines, storm sewer, roadways, curb and gutter, and sidewalks. 
  • Maintains system maps and facilities database for potable and non-potable water systems, transportation networks and stormwater drainage systems using AutoCAD, GIS and Cartegraph.  
  • May supervise additional development review engineering staff. 
  • Attends pre-application, pre-/post-submittal, and development review meetings.
  • Makes presentations and serves as technical advisor to the Community and Economic Development Director, Town Manager’s Office, and Board of Trustees. 
  • Maintains the Standards and Specifications for the Town of Frederick.
  • Reviews federal law, state and local statutes, ordinances, standards, procedures, and development trends, and makes recommendations for change. 
  • Responds to and resolves complex community and organization inquiries and complaints.
  • Interacts with other Town departments and other public agencies; promotes and coordinates activities; educates employees on policies, programs, and procedures. 
  • Represents the Town with professional organizations, community groups and outside agencies.
  • Understands the principles of planning, zoning, and engineering as applied in the Town of Frederick.
  • Track engineering development review related items, KPI’s and other performance metrics.    
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of the policies, procedures and goals of the Town of Frederick and the Community and Economic Development and Engineering Departments. 
  • Knowledge of applicable federal, state, and local laws, codes, and regulations, including standards and specifications for the design and construction of public and private improvements, and the Town of Frederick municipal code. 
  • Knowledge of engineering principles and practices relating to roadways, drainage, hydraulics, structures, and surveying.
  • Knowledge of the trends and developments in the field of civil engineering. 
  • Ability to perform complex mathematical calculations using algebra, geometry, and trigonometry. Ability to calculate figures and amounts such as slopes, flow rates, proportions, percentages, area, circumference and volume. 
  • Knowledge of the principles and practices of civil engineering. 
  • Knowledge of occupational hazards and standard safety practices. 
  • Knowledge of principles, practices, and methods of short and long-range planning. 
  • Skill in interpreting, understanding, and following complex statutes, ordinances, regulations, standards, and guidelines. 
  • Skill in determining what action is needed and in initiating that action through the appropriate person. 
  • Skill in planning, organizing, assigning and coordinating the activities of a professional staff.
  • Skill in analyzing and evaluating information accurately, and in expressing ideas clearly, when providing oral and written reports and recommendations on administrative, financial, and technical issues. 
  • Skill in reading, interpreting, and understanding construction drawings, specifications and contract documents.
  • Skill in creating and maintaining specifications for design and construction infrastructure. 
  • Skill in responding with tact, composure, and courtesy when dealing with individuals who may be experiencing significant stress. 
  • Skill in working with Town staff and groups to ensure that tasks are completed on schedule.

  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

EDUCATION, EXPERIENCE AND TRAINING
  • Bachelor’s Degree in Civil Engineering.
  • Must be a licensed Professional Engineer in the State of Colorado in good standing by the date of hire. 
  • Minimum of 5-7 years of experience working in either the private or public sector doing development review and/or project management.
  • Completion of training or certification in process improvement including but not limited to Black Belt, Green Belt, Lean Six Sigma, general project management or completion of the Denver Peak Academy (or similar) within one year of employment. 
  • Ability to possess and maintain a valid Colorado driver’s license.

The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the employee is regularly required to talk, see and hear, and to use hands to finger, handle, touch or feel. The employee is frequently required to stand, walk, sit, and reach with hands and arms. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. The employee must be able to lift and/or move up to 10 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. Most work is performed in a typical office setting. This position may be eligible for remote and/or flexible scheduling based on the operational needs of the Town and the Department. Work is subject to many interruptions and requires that individuals quickly prioritize job responsibilities and project work in an environment that may involve assisting several people at the same time. The noise level is usually moderate.
